Many do. Ring, Arlo and SimpliSafe record almost nothing without a paid plan ($5-$10+ a month per camera). For most people, yes, and it works even if your internet drops. The catch is footage can be lost if the camera is stolen, so cloud backup has value on entry and outdoor cameras. Many no-subscription cameras offer optional cloud too.
